Moosehead Drive Water Reliability and Fire Improvement Project Completed in Aptos

Aptos, CA (March 24, 2026) — This month, Soquel Creek Water District wrapped up construction for its Moosehead Drive Water Reliability and Fire Improvement Main Replacement Project, a critical infrastructure upgrade made possible by a $1.4 million-dollar federal grant secured by Congressman Jimmy Panetta in the FY 2023 federal budget from the U.S. Environmental Protection Agency's (EPA) Community Grants program. 

The project replaced approximately 2,420 linear feet of aging and undersized two-, three-, and four-inch steel and asbestos-cement water mains with a modern six-inch polyvinyl chloride (PVC) pipeline. The upgraded system now provides improved water reliability, reduced leakage, and enhanced fire protection for residents along Moosehead Drive and Winfield Drive, as well as nearby connecting streets in the Rio Del Mar neighborhood of Aptos.

Serving approximately 65 homes, the previous pipelines had long experienced frequent breaks, limited capacity, and ongoing maintenance challenges. The newly completed improvements, constructed by Don Chapin Company, resolve these issues and strengthen the area’s overall water infrastructure and reliability.

“The aging water main on Moosehead Drive has long suffered from frequent breaks and limited capacity, putting pressure on local residents and emergency services,” said Rep. Jimmy Panetta. “This federal funding is essential to enable the replacement of the outdated pipe with modern infrastructure that will improve water reliability, reduce leaks, and enhance fire protection. This is exactly how federal resources should be used, investing in critical local upgrades that strengthen public health and community resilience.”

The total cost of the project is approximately $1.9 million, with about $1.4 million funded through the federal EPA grant.

After a series of winter storms, it’s tempting to think our water supply is set for the year. Creeks are flowing, hills are green, and rain barrels may even be overflowing. 

So does all that rain solve our water challenges? 

Not quite. 

While winter storms are critical for our groundwater basin, not all rain becomes drinking water — and how rain falls matters just as much as how much falls. 

Where the Rain Really Goes

The District relies entirely on groundwater from the Santa Cruz Mid-County Groundwater Basin. Unlike communities that can import water from distant reservoirs, our drinking water depends on what seeps into the ground locally. 

When it rains, water takes several paths. Some evaporates. Some is absorbed by plants. Some runs off into creeks and eventually into Monterey Bay. Only a portion slowly filters down through soil and sand to recharge the aquifer beneath our feet. 

And that process takes time. In some cases, groundwater can take years — even decades — to move through the aquifer before it reaches a well. 

Bigger Storms, Different Results

Climate patterns are shifting. Instead of steady, evenly spaced winter storms, California is experiencing fewer but more intense rainfall events. 

Heavy storms can deliver a lot of water quickly — sometimes faster than the ground can absorb it. When soils become saturated, more water runs off instead of soaking deep enough to replenish groundwater supplies. 

Think of it like watering your garden. A slow, steady soak allows the soil to absorb moisture. A sudden downpour can overwhelm the soil and wash away before it has a chance to sink in. 

That means even in very wet years, groundwater recharge may not fully offset pumping — especially after decades of overdraft that allowed seawater intrusion along parts of our coastline. 

That’s why the District invested in Pure Water Soquel, which provides a sustainable, locally controlled water source that replenishes the groundwater basin year-round. By purifying recycled water to drinking water standards and recharging it into the aquifer, we’re strengthening groundwater levels and creating a protective barrier against seawater intrusion. 

Rain helps. Innovation helps. But long-term reliability also depends on how we use water every day. 

Spring Is the Perfect Time to Prepare

As we move from rainy season into warmer months, spring is the ideal time to make small changes that protect our groundwater basin during the high-demand summer season. 

Outdoor irrigation typically increases significantly in late spring and summer. By preparing now, you can reduce water use when the aquifer experiences the most stress. 

Here are a few simple ways to help: 

• Capture What’s Still Falling: Install a rain barrel or cistern to collect roof runoff from late-season storms. Stored rainwater can support outdoor plants later, reducing the need for groundwater-based irrigation. 
• Refresh Your Landscape: Consider replacing high-water turf with climate-appropriate plants suited to our coastal environment. Adding mulch improves soil health and helps retain moisture longer. 
• Tune Up Your Irrigation System: Check sprinkler heads for leaks or overspray. Adjust watering schedules as the weather changes. Upgrading to high-efficiency nozzles or a smart irrigation controller can significantly reduce outdoor water use. 
• Upgrade Indoor Fixtures: Spring projects are a great time to replace older toilets or clothes washers with high-efficiency models. These upgrades lower water use year-round and often qualify for District rebates. 
• Find and Fix Leaks: Even a small drip can waste hundreds of gallons over time. Inspect outdoor spigots, irrigation valves, and indoor fixtures before summer arrives.

The Bigger Picture

Climate change is reshaping California’s water patterns. Shorter, more intense storms challenge traditional recharge. That makes local water resilience more important than ever. 

Every drop that soaks into our aquifer matters. Every infrastructure improvement matters. And every community member who understands how our water system works becomes part of the solution. 

When the next storm rolls in, you can look at the rain a little differently — not just as weather, but as part of a long journey from cloud to aquifer to tap.

Love stories don’t always come with grand gestures. Sometimes, they show up quietly — day after day — in the form of reliability, care, and commitment. For us at Soquel Creek Water District, that kind of love has flowed steadily through our community for 65 years.

As Valentine’s Day reminds us to appreciate what we care about most, it’s also a fitting moment to reflect on one of our community’s most essential relationships: our shared connection to water.

A Relationship Built Over Time

Since the District was formed in 1961, our mission has changed from flood prevention to providing clean, reliable water to the people who live and work here as well as groundwater sustainability. What began as a response to flooding and later to water supply issues has grown into a long-standing partnership with the community—one shaped by changing needs, new challenges, and a shared responsibility to protect a limited resource.

In those early years, water systems were smaller and less connected. Pipes were made of different materials, technology was simpler, and the community itself was growing. But even then, there was an understanding that water required care — that it wasn’t something to take for granted.

Over the decades, the District expanded and improved our infrastructure, upgrading aging pipelines, improving water quality monitoring, all while keeping service reliable through earthquakes, droughts, storms, and everyday demands. This work wasn’t flashy, but it mattered — and it still does.

Love Means Showing Up

Real love is consistent. It shows up at inconvenient times. It works behind the scenes. It’s there when things get hard.

For the District, that has meant responding to emergencies like the 1989 Loma Prieta earthquake and the Bates Creek Washout in 2023, investing in infrastructure before failures occur, and adapting to new water quality standards and environmental regulations. It has meant listening to the community, adjusting course when needed, and planning for challenges that won’t fully arrive for decades.

It has also meant encouraging water efficiency. Over time, customers across the District have embraced water-saving practices, proving that stewardship isn’t just a policy goal, but a shared community value.

Caring for Water Today

Today, serving this community means more than delivering water to homes and businesses. It means protecting the groundwater basin that supplies it — especially as seawater intrusion threatens wells along the coast and climate change places increasing pressure on local resources.

That commitment is reflected in our Pure Water Soquel project, which replenishes the groundwater basin using highly purified recycled water. It’s a forward-thinking solution rooted in science, community input, and long-term responsibility — designed to ensure that future generations have access to the same dependable water supply this community relies on today.

At the same time, our staff continues the everyday work that rarely makes headlines: assisting customers, maintaining pipes and pumps, responding to leaks, monitoring water quality, making presentations, and ensuring that water is there when you turn on the tap — every morning, every season, every year.

Looking Ahead with Care

Love isn’t just about honoring the past; it’s about planning for the future.

As we mark our 65th anniversary, we do so with gratitude for the community we serve and confidence in the path ahead. Water challenges are becoming more complex, but the values guiding us remain unchanged: service, stewardship, transparency, and partnership.

Much of that work happens quietly — underground, behind the scenes, and out of sight. But every day, District crews are out in neighborhoods across the community: fixing leaks, maintaining pipes, upgrading infrastructure, and making sure clean water is there when you turn on the tap.

So if you see a Soquel Creek Water District truck parked on your street, or a crew working nearby, give a wave. Say hello. Know that we are part of a 65-year commitment to this community — one pipe, one street, one connection at a time.

This Valentine’s season, we celebrate a relationship built on trust and care — one that continues to grow stronger with time. Because loving this community means showing up, doing the hard work, and protecting what matters most.

As I begin this year’s term as President of the District’s Board of Directors, I want to thank our community for recognizing the vital importance of water and for supporting our shared efforts to protect the Santa Cruz Mid-County Groundwater Basin—our sole source of clean, fresh water. You continue to achieve one of the highest water conservation rates in the state, and your support for the District has always been remarkable. We share a long and important history together! 

In fact, as Soquel Creek Water District turns 65 this year, I thought we should look at that history, and see how far we have come. What began as a small district with a primary mission of providing flood control, transitioned to a water provider and manager of the local water supply.  This included consolidating smaller water providers, developing and improving infrastructure, and groundwater monitoring to protect local aquifers, safeguarding future drinking water quality and availability. Those efforts laid the foundation for both the District’s growth and its ability to meet our community’s expanding need for a reliable supply of high-quality water.  They're an example of our district’s consistent focus on the future. 

That kind of forward-thinking has continued to be one of our strengths. As the District came to more clearly understand the serious risks of an overdrafted basin and seawater intrusion, we greatly intensified conservation efforts within our community - while also pursuing long-term solutions to this critical challenge.  

Our foresight in adopting this dual-track strategy made history in 2025: last month Pure Water Soquel began replenishing our groundwater basin with purified water, helping to create a protective barrier against seawater contamination, and expanding our supply of fresh water. This is clearly our most significant accomplishment of 2025, even though it’s been over a decade in the works. In fact, before Pure Water Soquel took center stage we spent additional years carefully exploring a range of options to strengthen our water supply and protect the groundwater basin. 

For a small agency like ours, achieving this milestone is nothing short of extraordinary, and our entire community can share in the pride of bringing Pure Water Soquel to life—a true testament to what we can accomplish together. 

Our community’s water future is bright. You can be confident that we are committed to the highest level of monitoring to ensure the system is functioning as it should and that all checks and balances are in place. We give the utmost care to operating and maintaining the Pure Water Soquel system, updating groundwater models, and tracking how the basin responds to replenishment.  

That level of care applies to our entire water system. As we begin 2026, we will continue to reliably provide high-quality water every day to our community – over one billion gallons annually– and carry out our essential functions including pipeline main replacements, infrastructure maintenance, water quality testing, customer service, public communications, and more. In keeping with the District’s forward-looking approach, we also want to help work toward a long-term sustainable water supply for our entire region. We can collaborate with other water agencies by facilitating and supporting efforts that will ensure reliable, safe, resilient water supplies for not only our customers, but among partner agencies and neighboring communities as well. 

I believe that through 2026 and beyond, this regional perspective is going to be increasingly important. The lessons we’ve learned in developing and implementing Pure Water Soquel are already being shared with other agencies as they move ahead with their own efforts toward water sustainability. The District is fortunate to have a very talented group of people working on both daily water supply delivery, and longer-term water sustainability efforts. This experience and knowledge could be helpful to other agencies as well. 

As a member of the Santa Cruz Mid-County Groundwater Agency (MGA), the District plays a key role in supporting their mission to ensure a safe and reliable groundwater supply is available for everyone who relies on water from the Basin, now and in the future. Pure Water Soquel is the cornerstone of the MGA’s Groundwater Sustainability Plan, which requires the MGA to submit annual reports through 2040 on our efforts to achieve basin sustainability. With Pure Water Soquel now in operation, we are on our way to reaching that vital goal. 

The long-term future of water supply is impossible to predict with certainty. However, it’s clear that within the next couple of decades California will see many more advanced water purification plants providing water reliability for a great portion of the population. When that time comes, we can look back on the District’s history of these years with great pride, knowing that our small district was a successful early adopter of water purification and reuse, and a harbinger of what was to come. 

It's my honor and privilege to serve as your Board President this year, joining with all of you to usher in a new age of water supply reliability. 

Dr. LaHue has been on the Soquel Creek Water District Board of Directors since 2003, and has served multiple times as President and Vice President. He is a resident of Aptos and works as a veterinary surgeon in Capitola. Dr. LaHue was formerly an environmental science teacher at Aptos High School, and served for six years on the Regional Water Quality Control Board.

As we prepare to welcome a new year, I’ve been reflecting on just how transformative 2025 has been for Soquel Creek Water District, our customers, and our regional partners. At the start of the year, I shared that 2025 would be pivotal—and with the year nearly behind us, that prediction has certainly proven true.

A Historic Achievement

Without question, the most exciting milestones of 2025 revolved around the Pure Water Soquel Groundwater Replenishment and Seawater Intrusion Prevention Project. After more than a decade of analysis, planning, funding, and construction, the District is embarking on fulfilling its long-standing commitment to secure a new, safe, and reliable water source for our customers.

This achievement represents much more than an engineering and environmental success—it’s a community success. It reflects years of thoughtful public engagement, collaboration with local and regional partners, and the support and patience of our customers. Pure Water Soquel is completing the startup and commissioning, and we are excited to be on the cusp of replenishing the groundwater basin, protecting it from seawater intrusion, and strengthening long-term water reliability for generations ahead.

This year, we were honored to be recognized as the 2025 Organization of the Year by the Santa Cruz Chamber of Commerce and medium-size Agency of the Year by California WateReuse Association. 

Strengthening Regional Partnerships

This year also reminded us just how important strong partnerships are. As noted earlier this year, delivering Pure Water Soquel required more interagency collaboration than any project in our history. In 2025, we carried that spirit forward.

We continued to work closely with the Mid-County Groundwater Agency, neighboring water providers, and state and federal partners. We also partnered with the City of Santa Cruz to expand our beloved Water Education Assembly program this year. The Assembly program provides lessons about water conservation, pollution prevention, protecting watersheds, and the hydrologic cycle through unique, crowd-pleasing stage shows.

Proactive Water Quality Management

Alongside our water supply achievements, the District continued leading the way in water quality stewardship. This year included significant progress on addressing California’s new hexavalent chromium (chrome-6) regulations, including public outreach, pilot testing, and advancing the design for a treatment system for three wells in the Seascape area. 

Through all these efforts, one thing has remained constant: your drinking water has remained safe, and we have kept our community fully informed at every step.

Renewed Focus on Core Services

Even as we achieved major project milestones, our day-to-day mission never changed. In 2025, the District continued:

• Maintaining and upgrading critical water infrastructure
• Proactively managing groundwater resources
• Delivering clean drinking water efficiently and reliably
• Supporting customers with conservation tools and programs
• Using technology and data to enhance system performance

Whether the year brought heavy winter rains or long dry spells, our community continued to shine in its commitment to using water wisely.

Looking Ahead With Confidence

At the beginning of 2025, I shared that Soquel Creek Water District had evolved from being solely a water purveyor into a water purification and groundwater replenishment agency. Now, after a year of major accomplishments and important lessons learned, that expanded role feels more real—and more hopeful—than ever.

As we move into 2026, we carry forward a profound sense of momentum, responsibility, and gratitude. We will remain nimble, collaborative, and forward-thinking as we continue planning for long-term water reliability in a changing climate.

I want to extend my heartfelt appreciation to our customers, partners, and community members. Through droughts, construction impacts, and major regional challenges, you have remained engaged, supportive, and resilient. The progress we celebrate today belongs to all of us.

Happy New Year and thank you for continuing to do your part as we proudly continue to do ours.

November invites us to slow down, reflect, and appreciate the many blessings that flow through our lives. For many of us, Thanksgiving is more than a holiday — it’s a reminder to pause and express gratitude for the people, places, and simple things that sustain us every day.

At Soquel Creek Water District, this season of gratitude is especially meaningful. Water is essential to everything we do and everything we are. It nourishes our bodies, supports our environment, and connects our community in profound ways. As we look back over the past year, there’s so much to be thankful for — from the dedication of our staff and Board to the ongoing support of our customers who value and protect this precious resource.

Gratitude for Progress and Perseverance

We’re deeply thankful for the progress on the Moosehead Main Replacement Project, a significant infrastructure improvement that strengthens the reliability of our water delivery system. This project is replacing aging water mains with new, durable pipelines designed to serve our community for decades to come. While construction projects can sometimes bring temporary inconvenience, the patience and understanding of residents make all the difference. Thank you for being our partners in progress.

Gratitude for Innovation and Sustainability

This year also brought exciting developments in our ongoing commitment to sustainability. The Pure Water Soquel Project — our community’s advanced water purification and groundwater replenishment project — continues to make remarkable strides. Through this innovative system, we’re taking recycled water that once flowed to the ocean and transforming it into purified water that replenishes our overdrawn aquifer. This ensures a safe, reliable, and drought-resilient water supply for generations to come.

Pure Water Soquel is more than an engineering achievement; it’s a reflection of our community’s shared values. It represents innovation, environmental stewardship, and local determination. Every resident who supports water conservation, stays informed about local water issues, or participates in District programs plays a role in this success. For that, we are sincerely thankful.

Behind every glass of water you drink, there’s a team of dedicated professionals who make it possible. We’re thankful for our field crews, who brave all kinds of weather to repair leaks, replace pipes, and maintain the system that brings water to your home. We’re grateful for our water quality experts, who perform thousands of tests each year to ensure that your drinking water meets or exceeds all state and federal standards.

Our customer service representatives, engineers, conservation specialists, and administrative staff each play a vital role in ensuring the District operates smoothly and responsibly. 2025 Recycled Water Agency of the Year (Medium) 

Soquel, CA (September 22, 2025) — Soquel Creek Water District has been named the Medium Agency of the Year by WateReuse California as part of the prestigious 2025 WateReuse California Awards for Excellence. This honor was presented today during the Awards Luncheon at the 2025 WateReuse California Annual Conference in San Diego, recognizing the District’s leadership and innovation in advancing sustainable water reuse solutions.

The WateReuse California Awards for Excellence celebrate individuals, projects, and agencies making meaningful and measurable contributions toward greater adoption of water reuse throughout the state. The District stood out among many other medium-sized agencies for its transformative initiative, Pure Water Soquel—an advanced water purification project to replenish the overdrafted Santa Cruz Mid-Country Groundwater basin, prevent further seawater intrusion of the water supply, and provide a new, drought-resistant source of drinking water for the community.

“We are honored to receive this recognition from WateReuse California,” said General Manager Melanie Mow Schumacher. “This award reflects the collective commitment of our Board of Directors, staff, and our community to protecting groundwater, advancing reuse, and securing a resilient water future for our region.”

When you turn on the tap in your kitchen, fill a glass of water, or watch your kids run through the sprinklers, it might feel like magic — clean, safe water always there when you need it. But behind every drop are dedicated people, working every day, in all kinds of conditions, to make sure our community has the water it depends on. 

This October 4–12, Soquel Creek Water District is joining communities across California in celebrating Water Professionals Appreciation Week. It’s a time to recognize the women and men whose dedication, skills, and teamwork keep the water flowing, protect public health, and safeguard our environment. 

“Water is something most of us don’t think twice about — until it’s not there,” said Melanie Mow Schumacher, General Manager. “But for our staff, it’s all they think about. Every pipe repair, every water quality test, every community program, every customer call is rooted in our commitment to serve our neighbors and protect our precious groundwater.” 

A Day in the Life  

Take an early morning drive down Soquel Drive, and you might spot a District field crew truck pulled up on the shoulder. By the time most of us are brewing our first cup of coffee, District crews are already out in the neighborhoods, responding to calls, checking valves, or repairing leaks. 

Field crews are often the most visible part of the District. They’re the ones who climb into trenches to repair aging pipes, install meters for residential and business water service, or work through the night at times to restore service after a water main break. “We know people are counting on us,” said Justin P., who has worked with the District for more than a decade. “That’s why we do our best to get in, get the job done right, and get water back to folks as quickly as possible.” 

But the work doesn’t stop there. In the background, water quality specialists are taking water samples, making sure every glass of water meets the strictest state and federal health standards. Engineers are planning the infrastructure of tomorrow, designing pipelines and treatment facilities to carry the community into a more sustainable future. Customer service representatives answer hundreds of calls and emails each week, helping residents understand their bills, track down leaks, or pay their bills. 

Protecting a Precious Resource  

The District faces a unique challenge: we rely entirely on local groundwater for our drinking water supply. Over the years, those underground aquifers have been at risk from seawater intrusion due to overdraft — saltwater from the ocean seeping inland and threatening to contaminate wells.. 

Addressing this challenge has required innovation, and the District’s staff has been at the center of it. One of the most groundbreaking projects is Pure Water Soquel, which takes recycled water, purifies it to meet and exceed drinking water standards, and uses it to replenish the groundwater basin. The project represents years of planning, permitting, and construction, with staff shepherding every step. 

“It’s one of the most rewarding projects of my career,” said Cameron Kostigen Mumper, Water Resources Associate Manager, who works on Pure Water Soquel. “Knowing that we’re securing a safe water supply for future generations — that’s what being a water professional is all about.” 

Inspiring the Next Generation  

Water Professionals Appreciation Week isn’t just about recognizing today’s workforce — it’s also about inspiring tomorrows. The State of California established the week in 2016 to highlight the critical role of water professionals and encourage young people to consider careers in the water sector. 

At the District, that mission is taken to heart. Through school programs, career days, internships, and mentorships, staff share their passion for water with students. “This is a field where you can make a real difference,” said Taj Dufour, Engineering Manager, who yearly takes on mentoring students from the Diamond Technology Institute in Watsonville, “You’re protecting health, supporting your community, and helping the environment — all at the same time.”

As we celebrate Water Professionals Week, the message is simple: gratitude. September is National Preparedness Month — a time when individuals, families, and communities across the country are encouraged to take steps to be ready for emergencies. For us here in the Monterey Bay area, that means preparing for wildfires, earthquakes, flooding, and power outages — all of which can affect our access to clean, reliable water.

At Soquel Creek Water District, we prepare year-round to ensure that safe drinking water is available to you even during times of disruption. But personal preparedness starts at home — and one of the most essential (and often overlooked) parts of your emergency supply kit is water.

Why Water Matters Most in an Emergency

Clean drinking water is critical during any emergency. It’s not just for drinking — you’ll need it for cooking, cleaning, and basic hygiene. And unlike some supplies that can be found on short notice, water may be unavailable or unsafe during a disaster. Power outages can impact water treatment facilities and pump stations, while natural disasters can break or contaminate water lines.

That’s why having a personal water supply is not only smart — it could be lifesaving.

How Much Water Should You Store?

FEMA and the American Red Cross recommend at least one gallon of water per person per day, for a minimum of three days. That covers drinking and basic sanitation.

Here’s what that might look like:

• 1 person = 3 gallons
• 2 people = 6 gallons
• 4 people = 12 gallons
• Plus extra for pets, infants, and individuals with medical needs. Have

And if you have the space, it’s wise to store a full two-week supply, especially in earthquake-prone areas like ours.

Water Storage Tips

Storing emergency water doesn’t have to be complicated. Here are a few tips to help:

• Use clean, food-grade containers (labeled for water storage).
• Store water in a cool, dark place, away from chemicals or direct sunlight.
• Label containers with the date you filled them and replace every 6 months.
• Consider commercially bottled water for convenience and longer shelf life.
• Avoid containers that have previously held milk or juice — residue can encourage bacteria growth.

What If You Run Out?

If an emergency catches you off guard and you run low on clean water, it may become necessary to treat suspicious water. Here is how to do that according to the https://www.ready.gov/water website:

 Boiling: Bring water to a rolling boil for at least one minute. Let it cool, then improve taste by pouring it between clean containers.

How Soquel Creek Water District Prepares

Preparedness is at the heart of our mission. Soquel Creek Water District maintains an Emergency Response Plan, trains our staff, and coordinates with local and regional emergency partners. We have:

• Backup generators to maintain water delivery during power outages
• Plans to protect water quality during natural disasters
• Remote monitoring systems to detect system issues early
• Participation in mutual aid networks to support neighboring agencies

We also continuously evaluate risks to ensure your water remains safe and reliable.

5 Things You Can Do This September:

1. Build or update your emergency water supply.
2. Learn how to shut off your home’s water valve in case of a leak or contamination.
3. Sign up for local emergency alerts, like CodeRED in Santa Cruz County.
4. Create a family communication plan — who to call, where to meet, how to reconnect.
5. Talk to your neighbors. A connected neighborhood is a safer one.

Communitywide Planning for Resilience

Preparedness also happens on a community-wide scale. The District is part of the Santa Cruz County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP), led by the County’s Office of Response, Recovery & Resilience (OR3) in partnership with cities, special districts, and others. This plan identifies strategies to reduce risks from wildfires, earthquakes, floods, and coastal storms, and keeps the District eligible for federal hazard mitigation funding.

Since December 2024, the County’s consultant, Dynamic Planning and Science, has coordinated public outreach and workshops. District staff have helped shape the countywide plan and the District’s annex plan, which prioritizes wildfire and earthquakes, followed by floods, slope failure, drought, and coastal hazards. A public draft is expected in September 2025, with final review by state and federal agencies to follow.

In the early 1960s, amid growing concerns over flood control and water management in California’s developing coastal communities of Santa Cruz County, residents of Soquel and its neighboring beachside towns took decisive action. In 1961, a local ballot measure approved the formation of a new public agency—the Soquel Creek County Water District—under California’s County Water District Law (Division XII of the Water Code), tasking it with addressing both flooding threats and long-term water needs. 

A District Born from Floodwaters and Necessity

The region’s challenges were twofold. Historically, Soquel Creek and other waterways regularly overflowed, inundating downtown Soquel, damaging properties, roads, and farmland. Winter storms frequently swept debris downstream—everything from logs to car parts—sometimes transforming creeks into instant rivers. Though flood-control measures predated the District, structural planning was fragmented and short-term.

Simultaneously, population growth in Soquel, Aptos, Capitola, Seascape, Rio del Mar, and La Selva Beach drove rising demand for reliable drinking water. Before the District, water supply depended largely on private wells tapping groundwater from the coastal basin—a resource that was becoming increasingly strained.

Structure and Leadership

Once established, the new District was governed by a five-member Board of Directors, elected by residents to four-year terms. This governing body was charged with setting policy, overseeing services, and charting the District’s future. District staff and engineers were hired to design and implement infrastructure projects—a bold step toward systemic water resource management.

Municipal Growth: Acquiring Assets & Expanding Services

In 1964, the District acquired the Monterey Bay Water Company, vastly expanding its role in water service provision for the area. This acquisition marked a strategic pivot: the District transitioned from merely flood-control to managing municipal water supply and infrastructure.

By the early 1980s, Soquel Creek County Water District had firmly cemented its identity—but not without a name change. In 1983, "County" was dropped from the official title, and the agency became simply Soquel Creek Water District, reflecting its maturity as a municipal provider.

Building a Foundation

During its first two decades, the District laid critical groundwork:

• Flood control and drainage improvements: Reducing chronic flood risks through structural interventions and coordinated planning.
• Well-field development and groundwater monitoring: Protecting local aquifers to safeguard future drinking water availability.
• Connections and capacity expansion: Following the Monterey Bay acquisition, the District began managing a growing number of water service customers.

Throughout the late 1960s and 1970s, residents recognized the District’s value: it brought consistency and professional oversight to an essential resource.

Early Challenges and Proactive Oversight

Critical drought years in 1976 and 1977 pinned concerns on groundwater levels. A 1977 USGS report warned the coastal basin was already experiencing signs of seawater intrusion and recommended reducing pumping, which was about 7,700 acre-feet annually at that time. This prompted the District to declare a water emergency in 1979.

Simultaneously, a coastal monitoring network began taking shape: measuring water levels, salinity, and quality across dozens of wells. This pioneering effort would anchor the District’s future water management strategy.

Reflections on a Foundational Era

By the end of its first quarter-century, Soquel Creek Water District had morphed from a fledgling flood agency into a local, not-for-profit water utility. It was now governing water resources with a forward-looking approach: building infrastructure, protecting groundwater, and engaging transparently with stakeholders via elected leadership.

The early decades of Soquel Creek Water District tell the story of a community coming together to confront challenges and lay the groundwork for the water management we rely on today.

California’s public water systems operate in one of the most regulated water environments in the nation. These regulations are aimed at ensuring public health, environmental protection, and sustainable water supply management. From protecting drinking water quality to planning for droughts, water systems must comply with an evolving landscape of local, state, and federal requirements. Here’s a look at some of the most important regulatory programs that water districts, such as Soquel Creek Water District, must follow:

Cross-Connection Control: State Updated Requirements in 2024

Cross-Connection means any actual or potential connection between the District’s potable water distribution system and an auxiliary water supply, a pipe or piping system, plumbing fixture, appliance, container, receptacle, vessel or other devices that may allow for contaminated water, fluids, or other substance, other than the water supplied by the District, to enter any part of the District’s water distribution system. A few examples of cross-connections are a water service connected to a landscape irrigation system, a closed-loop fire sprinkler system, or a property with a private well.

Normally, drinking water flows one way into your property. However, unprotected cross-connections could allow contaminated water on your property to backflow—or reverse flow—into the drinking water system. Backflow negatively impacts your property’s water quality and poses a risk to the drinking water system and public health. 

The District recently was required to revise its Cross Connection Control (CCC) Policy to align with the State’s updated regulations which took effect July 1, 2024.  The District’s draft revised CCC Policy has been submitted to the State Water Resources Control Board for their review and approval. Urban Water Management Plans (UWMP): Planning for a Resilient Future (2025-2045)

UWMPs are foundational planning documents required under the California Urban Water Management Planning Act for suppliers who provide water for municipal purposes to more than 3,000 customers or supply more than 3,000 acre-feet of water per year.  They must be updated every five years and submitted to the California Department of Water Resources.

UWMPs are critical tools that guide long-term resource planning and inform local, regional, and state decision-making. Their primary purpose is to ensure that water agencies have evaluated and planned for future water supply reliability, especially in light of California’s increasingly variable climate and frequent drought cycles.

Key components of a UWMP include:

•    Detailed Water Supply and Demand Forecasts

•    Drought Risk Assessment and Water Shortage Contingency Planning

•    Demand Management Measures 

•    Recycled Water Use

•    Climate Change and Long-Term Reliability

•    Coordination with Other Agencies

The District is currently preparing the 2025 UWMP which is due to the State July 1, 2026.

Chromium-6 (Hexavalent Chromium): CA’s New Water Quality Regulation

Chromium-6 is a naturally occurring metallic element that forms from the weathering of rocks and sediments in the groundwater basin that contain chromium-3. Over the past decade, California has set, repealed, and re-evaluated a maximum contaminant level (MCL) specifically for chromium-6. The state set a new MCL of 10 parts per billion effective October 1, 2024, making it the strictest regulation in the United States. Currently, CA is the only state in our nation with a dedicated MCL specific to chromium-6.

Only three of our groundwater wells require treatment to meet the new standard and the District has already completed the environmental review and a pilot test using Reduction Coagulation Filtration technology to remove chromium 6. Design of a new treatment plant is currently underway and construction will begin in April 2026. Your tap water is still safe to drink. Water Quality Testing and Compliance: Comprehensive and Continuous

Water agencies are required to comply with the Safe Drinking Water Act, enforced by the California State Water Resources Control Board Division of Drinking Water. Routine water quality monitoring includes:

•    Primary standards (health-related) such as lead, nitrates, arsenic, and PFAS

•    Secondary standards (aesthetic) for taste, odor, and color

•    Unregulated contaminant monitoring to detect emerging threats

•    Compliance with public notification requirements in the event of exceedances

Groundwater Management: Mandated to be Sustainable by 2040

The Sustainable Groundwater Management Act requires groundwater-dependent basins to develop and implement Groundwater Sustainability Plans (GSPs). The Santa Cruz Mid-County Groundwater Agency, in which we are a founding member, is responsible for updating and implementing the GSP in Mid-County. The GSP was approved by the state in June 2021 and the state requires our region’s basin to be sustainable by 2040. You can read it here: midcountygroundwater.org/sustainability-plan 

While California’s regulatory framework is undeniably complex, it plays a vital role in protecting public health and ensuring the long-term sustainability of our water resources. For water districts like ours, compliance with state mandates is not optional—it’s a legal responsibility that comes with significant operational activities and financial cost. Meeting these regulations requires ongoing investments in infrastructure, monitoring, treatment technologies, and staffing. We take this obligation seriously. From ensuring robust treatment and monitoring to protecting against seawater contamination, we are committed to meeting the state’s rigorous standards. These regulations aren’t just rules—they shape how we serve our community today and into the future.

Investments in Water Quality, Reliability, and Infrastructure Resilience 

Ensuring a safe, clean, and reliable water supply for our community is a year-round commitment for the Soquel Creek Water District — and 2025 will be a particularly productive year as several critical Capital Improvement Projects (CIPs) take center stage. These projects reflect the District’s continued investment in modern infrastructure, proactive planning, and long-term water sustainability. 

With a strong focus on replacing aging pipelines, upgrading treatment facilities, and meeting new State water quality regulations, each of these projects is a step toward future-proofing our water system. As our community grows and regulatory standards evolve, we are working diligently to ensure that every drop of water delivered to customers meets the highest standards of quality and reliability. 

Here’s an overview of the major projects breaking ground or progressing through design this year and into the near future — each one contributing to a stronger, safer water supply for the people of Aptos, Capitola, and beyond. 

Water Main Replacements 

The Moosehead Main Replacement Project will address aging and undersized pipelines with new 6-inch PVC piping on Moosehead Drive and Winfield Way in Aptos, to help ensure reliable water delivery. The design of the project will be complete this June, and construction is expected to start late 2025/early 2026. This work is partially funded by a U.S. EPA Community Grant, which supports infrastructure upgrades that improve system resilience and water delivery.  

Down in Capitola village, the District identified a critical need to replace an aging 6-inch cast-iron water main following a main break in August 2024 on Monterey Avenue. The new project, designed in-house and finalized in February 2025, will install an 8-inch PVC main to ensure a reliable water supply in this high-pressure zone. Construction is scheduled to begin after Labor Day.  

This proactive replacement of aging and undersized pipelines helps avoid future emergency repairs and service disruptions, reinforcing the District’s preventive maintenance philosophy. 

Cunnison-Tannery Centralized Water Treatment Plant 

A critical part of the District’s long-range infrastructure strategy, the Cunnison-Tannery Centralized WTP is currently in the design phase, with design completion anticipated by July 2025. Construction is anticipated to begin in Winter 2026. This project will modernize and centralize treatment of groundwater from both the Cunnison and Tannery wells, replacing an aging treatment system at the Tannery site. By combining treatment for both wells into a single facility, the District is achieving significant capital cost savings. The facility will use advanced treatment to remove iron and manganese and is partially funded through an Implementation Grant awarded to the Mid-County Groundwater Agency.  

Cunnison-Tannery Centralized Water Treatment Plant (WTP) Pipeline 

Construction is underway on a key pipeline project that will support future water treatment operations throughout the District. The Cunnison-Tannery Centralized WTP Pipeline began construction in April 2025 and is expected to be completed by June. This new pipeline will convey groundwater from the Cunnison well to the future centralized treatment facility located at the Tannery site. In addition to its primary function, the project will add a treated water service and a new fire hydrant at the Cunnison well site, improving both water quality and fire protection infrastructure. 

New Treatment Plant to Protect Public Health 

In response to new State regulations on hexavalent chromium (Cr VI), the District is taking decisive action to ensure compliance. Hexavalent chromium is a naturally occurring metal found in the Aromas Aquifer, which spans underground from Aptos to the Pajaro Valley. A new maximum contaminant level (MCL) for Cr VI went into effect in October 2024. The District has since completed a pilot study to evaluate cost-effective treatment methods and is now designing a permanent treatment plant at its Bonita well site. 

This new plant will treat water from three wells that exceed the new Cr VI MCL using a reduction-coagulation-filtration process—the same trusted method used throughout the District to remove iron and manganese. We reached the 50% design milestone in April of this year, with final design anticipated by January 2026. Construction is slated to begin in March 2026 and conclude by September 2027.  The District will explore potential outside funding sources to help offset project costs, as compliance with the new regulations is currently an unfunded state mandate. 

These projects represent a forward-thinking investment in our water system's safety, reliability, and sustainability. Soquel Creek Water District remains committed to ensuring that our infrastructure meets current needs while preparing for future challenges — because water is not just a resource, it's a lifeline.

Soquel, CA (April 7, 2025) — Soquel Creek Water District has received the Organization of the Year Award from the Santa Cruz Area Chamber of Commerce, presented at its Annual Community Recognition Gala event on April 3, 2025.

This award is an opportunity for the Chamber to recognize a forward-thinking agency which puts community first, and carries out its mission with transparency and strong leadership. The District’s participation in the Chamber’s Community Leadership activities, which involved a tour of the Pure Water Soquel facility, along with its commitment to building a better future for all who live and work in the region, were also key to earning this award. 

“Our Board and staff are truly gratified to be recognized with this award, and we thank the Santa Cruz Chamber of Commerce for this honor,”  said Rachél Lather, President of the District’s Board of Directors. “A reliable water supply is fundamental to the health and vitality of the entire community. We work hard to ensure our customers are provided with clean, safe, reliable water every day. And with the Pure Water Soquel project coming online soon, we can assure our community of a sustainable water supply for generations to come.”

Soquel Creek Water District is responsible for delivering drinking water and managing groundwater resources within its jurisdiction in mid-Santa Cruz County. The District includes portions of the City of Capitola and the unincorporated communities of Aptos, La Selva Beach, Rio Del Mar, Seascape, Seacliff Beach, and Soquel. With approximately 14,400 water connections, the District serves over 40,000 residents, supplies water to businesses that support approximately 18,000 jobs, and provides water for 22 parks and 18 schools within the region.  

District General Manager Melanie Mow Schumacher noted that, “The District is all about partnerships – including with the community, with businesses, with local, state, and federal officials, and with other local and regional agencies. The District receives 100% of its water from groundwater sources and receives no imported water from state or federal water projects. The groundwater basin is designated as critically overdrafted, leading to seawater intrusion which, if left unresolved, will contaminate the groundwater wells and make them unusable to produce drinking water. The Pure Water Soquel Groundwater Replenishment and Seawater Intrusion Prevention Project was identified as a solution to the seawater intrusion problem. 

The Pure Water Soquel facility — now completed and undergoing final testing before full operation — will take treated, recycled municipal wastewater and use advanced treatment processes to produce 1,500 acre-feet of purified water per year. This purified water will be used to replenish the groundwater basin, providing a barrier against seawater contamination and creating a reliable, safe, clean supply of water. This project creates the foundation that is needed to meet the community’s desperate need for a sustainable water supply, and it does so in the most environmentally-conscious manner possible. The project has the significant environmental benefit of diverting millions of gallons of effluent from being disposed of daily in the Monterey Bay National Marine Sanctuary.

Every April 22, people around the world come together for Earth Day, a movement dedicated to environmental protection and sustainability. Since its start in 1970, Earth Day has highlighted critical issues like climate change, pollution, and conservation. For Soquel Creek Water District, groundwater is the sole source of drinking water. It also supports local creeks, wetlands, and coastal ecosystems, including the Monterey Bay National Marine Sanctuary—one of the most ecologically diverse marine environments. However, coastal communities face a serious threat: seawater intrusion. As freshwater levels drop, saltwater seeps into underground aquifers, permanently contaminating drinking water sources. Without action, this can render wells unusable and create a significant water crisis. 

Pure Water Soquel: A Sustainable Solution

To address groundwater overdraft and seawater intrusion, Soquel Creek Water District developed Pure Water Soquel (PWS)—an advanced water purification project that replenishes the aquifer, safeguards our drinking water, and reduces wastewater discharge into Monterey Bay. 

Using a cutting-edge purification process, PWS treats recycled wastewater to an ultra-pure standard, ensuring it is safe for groundwater recharge. Instead of sending treated wastewater into the ocean, 25% is captured and purified, reducing pollution and creating a drought-proof water supply. As a water agency, we see firsthand the vital role water plays in every aspect of life—from meeting daily needs (cooking, cleaning, and bathing), growing food, irrigating parks, and protecting communities in times of crisis. The recent wildfires devastating Southern California have brought the importance of water into sharp focus. Our hearts go out to those communities as we still remember the Paradise fire in 2018 and the CZU fires in Santa Cruz County back in 2020.

Urban Water Systems — Designed for Urban Fires Not Wildfires 

Municipal water systems in cities and towns are carefully designed to meet the everyday needs of homes, businesses, and public services, as well as emergencies. In urban areas, emergencies are often localized and impact a small area in a community such as the recent fire in downtown Capitola last month on Christmas Day. Typical urban fires are caused by events such as electrical faults, gas leaks, and cooking accidents with the spread usually limited to the properties where the fire started or in the nearby vicinity.    

When firefighters open fire hydrants to fight an urban fire, vast quantities of water are withdrawn rapidly to fight the fire and can cause the pressure to drop throughout the system. This can reduce water availability for other hydrants.   

However, wildfires are much larger and are commonly caused by natural factors such as lightning or by human activities such as campfires, discarded cigarettes, or arson. Wildfires spread rapidly across large areas due to wind and weather conditions and can leap over roads, rivers, and firebreaks. The L.A. wildfires of this magnitude posed an unprecedented challenge. 

As storage tanks deplete, wells and pumps turn on to refill them. For typical urban fires, we utilize real-time monitoring of our water tanks, the water pressures and flows in our distribution system as well as maintain our emergency generators in case our wells or pumps are impacted during a power outage. With wildfires, especially like those that occurred in the LA area, urban water systems are not designed to combat catastrophic fires of that magnitude, with water coming solely from fire hydrants - alternative methods such as tanker trucks and aircraft or other aerial resources are extremely critical and necessary.

Protecting Water Quality During Fires

Fires also threaten water quality. High temperatures can damage water infrastructure, such as melting pipes, and also allows contaminants like ash, debris, and even fire retardants to enter the system. We are seeing many of the L.A. area utilities (similar to the recent CZU and Paradise fires) have issued  “Do Not Drink”, “Do Not Use”, or “Boil-Water” notices as the water quality testing is being performed and contamination can be addressed.  It’s important that after urban fires or wildfires, impacted community members check with their water providers regarding the water quality of water to their homes or businesses. This adds another important layer of complexity to disaster response. 

The Bigger Picture: Climate and Water

Wildfires are no longer rare events. Rising temperatures, extended droughts, and more intense weather patterns are straining water resources across California. Even when precipitation does occur, it is often in the form of short, intense storms, leading to runoff rather than meaningful replenishment of aquifers and reservoirs. 

Challenges for our local water agencies continue to grow: maintaining reliable supplies for daily use, implementing environmental protection related to drought, climate change, and seawater intrusion, and planning for long-term resiliency are all prevalent. The District, as part of the Santa Cruz Mid-County Groundwater Agency, has been working hard on the Mid-County’s groundwater sustainability plan, which includes water efficiency, groundwater management, and supplemental water supplies such as Pure Water Soquel and aquifer storage and recovery projects.  The District also continues to work with local agencies to support water transfers and emergency interties.

Information – Where to Look for it

As disasters unfold, misinformation can muddy the waters of public understanding. Many people still don’t understand that the L.A. utilities didn’t run out of water. From our vantage point, we encourage the community to seek information from trusted sources, including fire departments, emergency services, city/county/state officials, and water utilities. Accurate, timely information is crucial to understanding the complexities of these events and responding effectively, and how people can get help when they need it.

Water is life. It sustains us, protects us, and connects us. As stewards of this vital resource, we carry a profound responsibility to manage it wisely and ensure it remains available for all—especially in times of crisis.  The scale of the L.A. wildfires is almost incomprehensible, but it drives home the importance of both emergency preparedness and the realities of natural disasters.  We want to express our heartfelt thoughts to the Southern CA families affected by these fires, the firefighters risking their lives on the frontlines, the tireless water utility workers,  and the communities rallying to recover.

Soquel, CA (January 7, 2025) — Soquel Creek Water District is pleased to announce David Terrazas as its new Human Resources Manager. Mr. Terrazas, who began serving in this role on January 6, 2025, oversees the District's wide range of Human Resources operations, including recruitment, retention, employee and labor relations, training, safety, regulatory compliance, and benefits administration. Mr. Terrazas succeeds Traci Hart, who retired in December after a decade of dedicated service to the District.

We are thrilled to welcome David to our leadership team," said Melanie Mow Schumacher, General Manager of Soquel Creek Water District. "His extensive experience in human resources and deep commitment to public service make him an excellent fit for our organization. We look forward to his contributions here in fostering a positive and productive work environment and a focus on the community we serve." 

Mr. Terrazas brings expertise in human resources and organizational development, complemented by a robust background in public service and public policy. He holds a bachelor's degree in political science from San Jose State University and a Juris Doctorate and MBA from Santa Clara University. His professional journey includes serving as a Councilmember and Mayor for the City of Santa Cruz, where he demonstrated leadership in policy development and community engagement. Additionally, Mr. Terrazas previously practiced law and worked for the Santa Clara Valley Transportation Authority, managing employee relations, public policy, outreach, and customer service operations.

It’s my honor and privilege to once again serve the community as President of the Soquel Creek Board of Directors. I’m happy to share with you my perspective on the upcoming year – and indeed, 2025 will be a pivotal time for the District, for our customers, and for our water partners throughout the region.  

This year, we’re on the cusp of starting operation of the Pure Water Soquel Groundwater Replenishment and Seawater Intrusion Prevention Project, fulfilling our promise of a new, safe, reliable water source. This truly marks the start of a bright, new era for our water supply. 

Readers of this column know that the District has been working toward this goal for about 10 years, since 2014 when the Board selected advanced purified water for groundwater replenishment as the preferred water supply option to pursue. Fast-forward to 2024 when we’ve been going full steam with construction of the Pure Water Soquel Water Purification Center, which was ceremonially celebrated last summer with start-up and commissioning fully underway. 

Now, as we near full-operations of the project, our customers will be able to count on Pure Water Soquel to greatly reduce our local “water anxiety.” Everyone in the community should be proud of this accomplishment! On behalf of the District’s Board of Directors, I thank you for your patience as we have worked to arrive at this historic point. 

We have learned a great deal during the process of analyzing, planning, financing, and building Pure Water Soquel, not the least of which is the value of local and regional partnerships. To accomplish this project, a high level of inter-agency cooperation and coordination was required – more so than the District had experienced in its history. We had the opportunity to build strong partnerships with federal and state entities, and local water agencies (and even the Santa Cruz County Regional Transportation Commission for the pedestrian overcrossing at Chanticleer!). Creating these partnerships came about through identifying mutual priorities toward the common vision of a reliable local water supply. 

Our relationships with other local water agencies offer potential future benefits: the Pure Water Soquel facility is designed for a future expansion which would enable us to supply pure water to other agencies which may need it. And, they have the benefit of seeing how the project operates in advance of participating in use of the water. 

 With many lessons learned last year, and in the years prior, we are moving into 2025 with a great deal of confidence. Today, Soquel Creek Water District is no longer only a water purveyor – we are a water purification/groundwater replenishment, and water supply agency. So, in 2025 and beyond we will ensure our collaborations and partnerships are maintained and enhanced, as we continue planning and building for the future. We will remain nimble and able to quickly analyze, understand, and respond to changing circumstances and unexpected conditions or incidents. 

As always, we will sustain a key focus on our core services of efficiently delivering clean water to the community, effectively managing our groundwater, and enhancing water supply reliability through proactive maintenance of our infrastructure. It is also a goal to continue providing the people who live and work within the District with the tools they need to maintain their ongoing, truly remarkable job of conserving water. Whether it’s a time of drought or a time of water abundance, it is so critical to use water wisely, to maintain best practices of water conservation, and to remember that when it comes to our water use, we must think about the generations to come.  

In that light, I firmly support the District’s public outreach efforts toward ensuring the community is fully and transparently informed, and engaged in our programs, projects, and activities. Ms. Lather has been on the Board of Directors since 2016, became President of the Board in 2020, and is serving again as President through 2025. She is a resident of Aptos and a retired civil engineer with more than 40 years of experience. Ms. Lather also serves on the Santa Cruz County Local Agency Formation Commission. 

As we approach the end of 2024,  I'm pleased to reflect on all that we have accomplished at Soquel Creek Water District in 2024. From significant progress in protecting our groundwater basin with Pure Water Soquel and our well master plan, this year has underscored our commitment to securing a sustainable water future for our community.  We are proud of the steps we've taken toward sustainability and resilience and deeply appreciative of everyone who has contributed to these efforts. 

Protecting Our Groundwater Basin

Protecting our basin from further seawater intrusion was my top priority this year as Board President. This commitment has involved substantial progress in our Well Master Plan and Groundwater Sustainability Plan, both of which are key to maintaining a sustainable balance in our aquifers.  

We’ve seen significant strides this year in the Pure Water Soquel project, an initiative that embodies our dedication to a sustainable water future. By transforming treated wastewater into a potable water source for groundwater recharge, Pure Water Soquel is a groundbreaking step forward in protecting our basin from seawater intrusion. The teamwork, expertise, and dedication from our staff, contractors, and partners have been invaluable in moving this project closer to fruition. We are currently in the startup and commissioning phase of the project and hope to be online early next year. We are so excited to start replenishing our basin and stopping the forward progress of seawater intrusion. 

As part of our Well Master Plan to shift groundwater pumping further inland, we have completed the drilling of our new Cunnison Lane Well. This strategic location plays a key role in reducing seawater intrusion by redistributing pumping sites away from the coast, helping to protect and preserve our groundwater basin.  

 A New Chapter in Leadership

This year also marked a pivotal change in leadership with Melanie Mow Schumacher stepping into the role of General Manager. Melanie has long been a dedicated and innovative leader within the District, and we are excited to see her bring her vision, experience, and commitment to sustainability and community service to her new role. Under her leadership, we are confident that the District will continue to thrive and uphold the values of inclusivity, resilience, and environmental stewardship. We extend our gratitude to Melanie for her dedication to the District’s mission and to the entire staff who support her in these efforts. 

Engaging with Our Community

Our community’s engagement is at the heart of our mission, and this year was no exception. We deeply appreciate the enthusiasm and support from our customers, whether through water efficiency efforts or participating in the Water Academy or sitting on our Public Advisory Committee. Your involvement is a testament to the strong foundation of partnership and trust we’ve built together, and we look forward to further collaboration in the new year.

Bruce Jaffe has been on the Board of Directors since 2002. Bruce is a resident of Aptos and is a retired research geologist/oceanographer. He received his Ph.D. in Geology from the University of California, Santa Cruz, and his Masters in Oceanography at the University of Washington. Bruce has over 40 years of professional experience in water-related sciences and was an executive committee member for Nisene2Sea Open Space Alliance.

As California faces the realities of climate change, its precious water resources are under increasing stress. With shifting precipitation patterns, the challenges for water agencies like Soquel Creek Water District are becoming ever more complex - particularly when it comes to recharging our groundwater supplies in the region, which we depend on for drinking water. Understanding these shifting patterns is crucial as we work to develop sustainable water supply solutions. 

Today’s climate models forecast more winter precipitation over the coming decades, but it will occur over shorter periods through intense storms, driven by increasingly frequent and powerful atmospheric rivers (ARs). These long, narrow corridors of concentrated moisture in the atmosphere can deliver enormous amounts of rain over short periods, often leading to substantial risk of both drought and flooding. Current model projections suggest that while the overall intensity of atmospheric rivers will increase, their landfall is expected to shift further north of the central coast. 

Instead of four to six major winter storms, the region is projected to experience fewer storms and also with less consistent rain. The decrease in frequency, combined with the increased intensity, poses significant challenges for aquifer recharge. Aquifer recharge relies on steady, sustained precipitation that percolates through the soil and ultimately replenishes the groundwater basin. However, with more intense and shorter-duration rain events, much of this precipitation will run off into rivers, streams, and ultimately the ocean, rather than being absorbed into the ground. The expected shift in atmospheric river patterns and precipitation timing means that the aquifers, which historically benefited from more consistent winter rains, may receive less natural recharge. 

For the District, which is 100% reliant on groundwater, this presents a major concern. However, the District has been proactive in managing its groundwater resources through innovative approaches and will start recharging the groundwater basin through the Pure Water Soquel project, in 2025. 

Atmospheric rivers play a key role in California’s water cycle, providing much of the state’s winter precipitation. These powerful storm systems originate over the Pacific Ocean and can carry vast amounts of water vapor, which condenses into rain or snow when they make landfall. In the past, the central coast region has benefited from these periodic events, but the future brings a different picture. 

While more intense rainfall might seem like a positive development in addressing water shortages, the reality is more complicated. Losing much of that water to runoff rather than contributing to groundwater recharge,  is especially problematic for the central coast, where the majority of precipitation typically arrives in winter and contributes to the groundwater, which is relied upon during the dry summer months. 

Moreover, as atmospheric rivers shift northward, regions like the Pacific Northwest are projected to receive more of this moisture, leaving the central coast with fewer opportunities for significant rainfall. This geographic shift in storm patterns could lead to longer dry spells and more reliance on engineered recharge projects, like Pure Water Soquel. 

In response to these complex, long-term challenges, Soquel Creek Water District has prioritized developing sustainable water solutions. The District’s proactive approach to managing groundwater resources, particularly through water efficiency programs and projects like Pure Water Soquel, serves as a model for other regions facing similar climate-induced water supply challenges. By implementing potable reuse of purified recycled wastewater for groundwater replenishment, the District is working to ensure that its aquifers remain viable even in the face of declining natural recharge.  

With its Pure Water Soquel groundwater replenishment project, Soquel Creek Water District is working with regional partners to address the impacts that climate variability are already having on the water supply. Other water agencies - throughout California, the US, and the world - are also seeing the need to continue innovating and investing in sustainable water solutions. The future may be uncertain, but with keen foresight, proactive planning, and the right strategies with adaptability, our region and others can protect and enhance water resources to create a secure, reliable water future.

Soquel Creek Water District Celebrates Completion of New Advanced Water Purification Center

Pure Water Soquel Facility Will Soon Produce Purified Water for Groundwater Replenishment

Soquel, CA (October 4, 2024) – Yesterday, the Soquel Creek Water District and nearly 200 attendees celebrated the completion of construction on its new advanced water purification center. “Water Transformed” was the theme of the day, as officials joined together at this festive event to cut the ribbon and open this facility – the heart of the Pure Water Soquel Groundwater Replenishment and Seawater Contamination Prevention Project.

“Today we celebrated a momentous turning point in our work to preserve and protect the precious local groundwater,” said Soquel Creek Water District General Manager Melanie Mow Schumacher. “Completion of this facility brings a new, drought-resistant and reliable supply of clean, pure water to the community we serve, that will help prevent further seawater contamination of our sole source of drinking water.”

The event took place at the site of the new facility, on Chanticleer Avenue near Soquel Avenue in the Live Oak area of Santa Cruz County, just north of Capitola. Approximately 200 invited guests attended in celebration of the official opening of this state-of-the-art advanced water purification facility. The Water Purification Center is anticipated to begin actual operations early next year.

Among the top dignitaries speaking at this event were: 

• Jimmy Panetta, Member, U.S. House of Representatives
• Mae Wu, Deputy Assistant Administrator, US Environmental Protection Agency, Office of Water 
• Roque T. Sánchez, Deputy Commissioner, US Bureau of Reclamation
• E. Joaquin Esquivel, Chair, California State Water Resources Control Board 

Other notable officials who spoke included State Senator John Laird, California Assemblymembers Gail Pellerin and Dawn Addis, Santa Cruz County Supervisors Zach Friend, Santa Cruz Mayor Fred Keeley, and former Soquel Creek Water District General Manager Ron Duncan. Emcee duties were handled by District General Manager Melanie Mow Schumacher, who was introduce by District Board of Directors President Bruce Jaffe.

After the keynote speeches, officials who have been involved and supportive in bringing the project to completion gathered to cut a giant blue ribbon to mark the opening of the new facility. 

This was accompanied by the release of dozens of Painted Ladies butterflies as a symbol of transformation and renewal, to ceremonially proclaim that the Pure Water Soquel Water Purification Facility is officially open. 

The program featured a mini documentary about Pure Water Soquel, part of 2022’s short film series “Beneath the Surface: The Journey of Water” (presented by the International Water Association and produced for the District and Black & Veatch by BBC StoryWorks). It chronicles how the District, in collaboration with its community, identified replenishing groundwater with advanced purified recycled water as the most effective path to achieving a sustainable water supply. Showing this at the event helped provide the context of the significant, serious water problem faced by the Soquel Creek Water District and other users of the Mid-County Groundwater Basin – a problem which Pure Water Soquel is designed to directly address.

Attendees were excited to be part of celebrating this history-making project, and many commemorated their participation by taking selfies with an over-sized butterfly wing backdrop in the colors of the Pure Water Soquel butterfly logo. 

“We have entered an era in which we must always be focused on our water resiliency,” said Representative Panetta.  “Through our work in Congress, I’m proud that the federal government is focused on the safety and sustainability of our local water supply with a significant federal investment in the Soquel Creek Water advanced water purification center.  Today’s ribbon-cutting is a milestone in our work at all levels of government to ensure that our water systems are fortified to enhance the future of our community.”  

The purified water produced at this new facility will be sent to seawater intrusion prevention/recharge wells to replenish the Santa Cruz Mid-County Groundwater Basin, which is the sole source of water supply for District customers and other residents in the mid-county. This basin is designated by the State of California as critically over-drafted, resulting in a shortage of drinking water and verified seawater contamination of the aquifer at several locations. Recharging the basin with purified, clean, safe water, will create and maintain a barrier against further seawater contamination, and provide a high-quality, reliable, and sustainable water supply for generations to come in the Santa Cruz Mid-County region. 

“Pure Water Soquel is a great example of a multi-benefit water recycling project that will boost groundwater supplies, reduce wastewater discharges to Monterey Bay and shield from the harmful effects of sea level rise,” said State Water Board Chair Esquivel. “Expanding water recycling projects beyond major cities is a critical component of California’s plan to protect its resources from a hotter and drier future. We are eager to support local leaders who are using water recycling as a tool to diversify their water supplies and build resilience amid climate change.”

This region is not connected to any state or federal imported water system – it relies on rainfall to naturally replenish the groundwater. However, due to the critical overdraft condition of the basin, coupled with a series of droughts, the District has been in a ‘Groundwater Emergency’ and ‘Stage 3 Water Shortage Emergency’ every year since 2014. Groundwater levels in the basin are below sustainable levels, resulting in verified saltwater contamination of the groundwater at several locations. While District residents have done a remarkable job of water conservation, a reliable supplemental source of water is needed to raise the groundwater levels and prevent further seawater intrusion. Pure Water Soquel is designed to accomplish exactly that. 

“Over the last 10 years our small District kept its focus on the big picture of providing a supplemental water supply to replenish our groundwater basin, for the benefit of the entire region,” said Soquel Creek Board President Jaffe. “Our Board and staff achieved an advanced, scientifically informed level of understanding of our groundwater crisis, which enabled us to move ahead with Pure Water Soquel. Thanks to our efforts, and those of the many other agencies and funding entities involved, we are now ready to make good on our promise of a reliable, sustainable water supply for today and the future.”

Funding for development and construction of Pure Water Soquel includes: $87 million in grants and low-interest loans from the California State Water Resources Control Board; a US Bureau of Reclamation Title XVI grant of $30 million; and substantial low-interest loans from the US Environmental Protection Agency/Water Infrastructure Finance and Innovation Act (WIFIA). 

The ribbon cutting event marked the beginning of a new era in water reuse in the mid-county area - an era where a smaller agency like Soquel Creek Water District successfully builds the relationships, partnerships, funding, and support to bring a water reuse project of this magnitude to fruition. Today’s celebration clearly points to a brighter future for the region, which will benefit from a drinking water supply that is enhanced by “water transformed” – water that is renewable, safe, clean, and pure.

As winter approaches, it's crucial for residents of Santa Cruz County to prepare their homes and gardens for the cooler, wetter months ahead. While our coastal region is known for its mild climate, winter can still bring unexpected cold snaps and heavy rainfall. Not taking proactive steps to winterize your pipes and landscape can lead to potential damage and discomfort throughout the season. Here are some practical tips to help you get started.   

Protecting Your Home  

• Insulate Exposed Pipes   Exposed pipes are vulnerable to freezing temperatures, which can cause them to burst. Insulating pipes in unheated areas, such as basements, attics, garages, and crawl spaces, is essential to prevent this. To insulate your pipes, you can use foam pipe insulation or heat tape, which can be easily found at your local hardware store. Simply wrap the insulation around the pipes, ensuring a snug fit, to provide a protective barrier against the cold.    
• Disconnect and Drain Outdoor Hoses   Leaving hoses connected to outdoor faucets can lead to freezing and cracking, not just of the hose, but potentially the faucet and connecting pipes as well. Before winter sets in, disconnect all outdoor hoses, drain any water left inside them, and store them indoors. Install frost-free spigots or use faucet covers to provide additional protection for outdoor faucets.    
• Maintain Your Irrigation System   To protect your irrigation system from winter damage, it's crucial to winterize it properly. Switch the irrigation controller to "off" or "rain mode." Some controllers have a "seasonal adjust" feature that allows you to reduce water usage instead of completely turning it off.  We don't have a lot of extreme freezing conditions in our milder central coast climate, but draining your irrigation system can be a precautionary step in winterizing your home. However, you should be careful. If you drain your irrigation system, avoid negatively impacting the pipes/tubing if using compressed air.  Also, if your system has a backflow preventer, make sure it is well-insulated.   
• Clean Gutters and Downspouts   Santa Cruz County often experiences events of heavy rainfall during the winter months, making it essential to keep gutters and downspouts clear of debris. Clogged gutters can lead to water damage. Regularly clean out leaves, twigs, and other debris from your gutters, and ensure that downspouts are directing water away from your home's foundation.  Consider redirecting your downspouts into rain barrels or a rain garden. This not only helps to conserve water by collecting rainwater for later use in your garden, but it also reduces the risk of flooding by diverting excess water away from your home's foundation. Protect Your Plants  

While our region typically experiences mild winters, occasional frosts can still damage sensitive plants. To protect your garden, consider the following tips:   

Mulch: Applying a layer of mulch around your plants' base helps retain moisture and regulate soil temperature, protecting roots from extreme cold. Use organic mulch, such as straw, leaves, or bark, which can also improve soil health.  

Cover Sensitive Plants:  Use frost cloths, old blankets, or sheets to cover sensitive plants on nights when frost is expected. Be sure to remove the coverings during the day to allow sunlight and air circulation.  

Water Wisely:  While it might seem counterintuitive, watering your plants before a frost can actually help protect them. Moist soil retains heat better than dry soil, providing some insulation against freezing temperatures. However, be mindful not to overwater, as soggy soil can lead to root rot.  

Prepare for Emergencies   

Despite your best efforts, emergencies can still happen. Be prepared by knowing the location of your main water shut-off valve, and ensure that it is in good working order. In the event of a burst pipe, shutting off the water supply quickly can help minimize damage.   

By taking these proactive steps, you can protect your home from winter weather-related damage and enjoy a safe, worry-free winter season. Remember, a little preparation goes a long way in ensuring the comfort and safety of your home. Stay warm and safe this winter!  

In his 21 years with Soquel Creek Water District, Ron Duncan has been integral to the District’s transformation from a water provider into a recycled water purification / groundwater replenishment / water delivery agency. Now, upon his retirement from the District at the end of September, Ron modestly notes that, “It’s been quite a journey!”  

Ron’s tireless efforts at each stage of his journey at the District – from Conservation Coordinator to Conservation Manager to General Manager – have become the very foundation supporting that transformation which was necessary to preserve and enhance the District’s sole source of water. 

“When I started here, my role was all about working with the community to use less water,” says Ron. “I quickly found out that there was, and is, an extraordinary water conservation ethic among the customers we serve. It’s very gratifying that by engaging with this community, sharing understanding and knowledge about water issues, and providing tools for saving water, they achieved a remarkable level of conservation — today one of the lowest per-capita water use levels in the state.” 

Ron’s early conservation work at the District was highly effective, but it was just the beginning of the journey. As General Manager, his key focus became identifying and implementing a supplemental water supply to replenish the overdrafted groundwater basin. That developed into the Pure Water Soquel Groundwater Replenishment/Seawater Intrusion Prevention Project, to purify and reuse treated wastewater. And, it connects back to his earlier work – after all, he says, “What is water reuse, but the highest level of water conservation!” 

With Pure Water Soquel now nearing completion, Ron looks back at his journey with gratitude to the District and the people with whom he worked and collaborated. He points out that, “The essence of achieving Pure Water Soquel is really the strategic partnerships and the cooperation among the many agencies involved. Combined with, of course, the work of our visionary Board of Directors and wonderful, talented staff. It’s been a privilege to work with so many intelligent, dedicated people at every level here at the District, to bring this remarkable project to the community, while carrying on with our core service of water delivery.” 

Along with his Board of Directors and his staff, Ron successfully navigated the complex issues involved with Pure Water Soquel – ranging from social, technical, and political matters to financial, legal, environmental, and many other areas. How did they do it? Ron says that it’s all about the people. “Collaboration and building consensus among individuals, the agencies and entities involved, local businesses, and many other groups. I like to say my job has had a lot of building bridges and mending fences! Without a high level of cooperative effort at every level, Pure Water Soquel may not have happened - or it certainly would’ve been much more difficult to achieve.” 

Ron notes that it’s been an exciting, gratifying journey, with all of those complex elements having to come together in order for a solution to be developed and implemented. He’s particularly proud that the District was the first water agency to use the innovative SkyTem technology to accurately identify impending seawater intrusion before it reached a point beyond recovery. “What a gift to have gained that knowledge, enabling us to work proactively to prevent further seawater contamination of our water supply.” says Ron.  

Another area of achievement led by Ron and his colleague and incoming GM Melanie Schumacher was gaining over $95 million in federal and state grant funding for the Pure Water Soquel Project, supplemented by substantial amounts of low-interest loans from state and federal sources. This remarkable level of funding, especially for a small agency, put Soquel Creek Water District on the map within the water industry, and enhanced the District’s profile, and Ron’s reputation as a leader among local and state water providers. 

Throughout his Soquel Creek Water District journey, Ron has been a tireless champion for water conservation, water delivery, and water reuse with Pure Water Soquel. He notes that in his career prior to the District he’s been a geologist, a hydrologist, and a technical consultant. But since then, his path has evolved into what he calls the science of the people - an area where he has found his greatest fulfillment. “It’s been so rewarding to lead an organization, mentor and help its individuals to thrive and move upwards in their potential, support them to succeed both professionally and personally – all in the context of protecting and enhancing what is absolutely our most precious resource – water.  Those are the things that have inspired and motivated me, and really what I’m most grateful for in my journey with Soquel Creek Water District.” 

On the eve of his retirement, it’s fitting to acknowledge that Ron consistently performed at the highest professional level with his characteristic integrity, authenticity, creativity, unwavering commitment, and gifted leadership. His outstanding efforts in fulfilling the vision of Pure Water Soquel, and his many other accomplishments during his tenure with the District, comprise a remarkable and meaningful legacy to the entire region.

Public Advisory Committee: A Pillar of Community Engagement

The Public Advisory Committee (PAC) is a cornerstone of our commitment to transparency and community involvement. After several years of having three committees: our Public Outreach Committee, Water Resources and Infrastructure Committee, and our Finance Committee, we combined all three into one committee to provide a more integrated, holistic approach. 

This committee provides a platform for customers to voice their opinions, share their insights, and collaborate with us on various projects and initiatives. The diverse perspectives brought forth by PAC members help us address the unique needs and concerns of our community, making our policies and strategies more comprehensive and effective.

By participating in these discussions, our customers ensure that their voices are heard and their interests are represented. This collaborative approach fosters a sense of ownership and pride in our collective efforts to protect and preserve our precious water resources.

Water Rates Advisory Ad-Hoc Committee: Balancing Affordability and Sustainability

Last year, our Ad-Hoc Water Rates Advisory Committee played a vital role in providing input on maintaining a balance between affordability and sustainability in our water services. The committee was represented by two board members with participation from 10 public participants, all of whom are ratepayers.  Comprising of community members with a keen interest in financial and environmental issues, the group reviewed and provided feedback on proposed rate structures and financial plans. The purpose of the Committee was to review water rate structures based on options, priorities, and objectives requested by the Board and to provide ideas, feedback, and recommendations in areas including social equity, administrative manageability, and outreach.

Customers who served on the Water Rates Committee contributed their time for 10 months and worked with our rate consultant to ensure that our financial decisions were transparent and  represented differing viewpoints of the community.  Their participation is a testament to the collaborative spirit that drives our District forward, and we are immensely grateful for their commitment to this critical aspect of our operations.

Water Academy: Educating and Empowering the Community

Our Water Academy is an educational initiative designed to inform and empower our customers about the complexities of local water management and gain a better understanding that we are a not-for-profit local government special district agency. Through a series of meetings and a facilities’ behind-the-scenes tour, we cover topics such as water treatment and distribution, investments in infrastructure, water challenges, finances, monitoring and testing, community programs, and more. 

Now in our seventh cohort, graduates of the Water Academy often become ambassadors for water stewardship within the community. Armed with knowledge and a passion for sustainable water use, they inspire others to learn more about our initiatives. Their passion and outreach efforts help to amplify our message and help build a culture of water awareness and responsibility.
