Soquel, CA (January 7, 2025) — Soquel Creek Water District is pleased to announce David Terrazas as its new Human Resources Manager. Mr. Terrazas, who began serving in this role on January 6, 2025, oversees the District's wide range of Human Resources operations, including recruitment, retention, employee and labor relations, training, safety, regulatory compliance, and benefits administration. Mr. Terrazas succeeds Traci Hart, who retired in December after a decade of dedicated service to the District.

Mr. Terrazas brings expertise in human resources and organizational development, complemented by a robust background in public service and public policy. He holds a bachelor's degree in political science from San Jose State University and a Juris Doctorate and MBA from Santa Clara University. His professional journey includes serving as a Councilmember and Mayor for the City of Santa Cruz, where he demonstrated leadership in policy development and community engagement. Additionally, Mr. Terrazas previously practiced law and worked for the Santa Clara Valley Transportation Authority, managing employee relations, public policy, outreach, and customer service operations.
