Meet Your Board of Directors
Soquel Creek Water District is governed by a five-person Board of Directors elected to four-year terms by the registered voters throughout the District's service area. The Directors are responsible for policy decisions, which govern the operations of the District.
The Board meets regularly on the first and third Tuesday of each month at 6:00 p.m. at Capitola City Council Chambers, 420 Capitola Avenue, Capitola, unless otherwise noticed.
During COVID-19 all Board Meetings are being held remotely via ZOOM. Check the current Board Meeting agenda for the ZOOM meeting link.
Meetings are open to everyone and comments from the public are heard at each meeting. If you wish to speak on a matter not listed on the agenda as posted, you may do so during the public comment portion of the meeting. No action may be taken upon a matter not listed on the posted agenda. Please note that the first Board Meetings of each month are subject to cancellation if they are not needed. A notice-of-cancellation will be published at the earliest opportunity.
Meet the Board Members
Rachél Lather, President • Current Term (Dec 2018 – Dec 2022)
Rachél is a resident of Aptos and a civil engineer with more than 30 years of experience. She has a B.S. in Civil Engineering and an M.S. in Geotechnical Engineering from U.C. Davis. Her career has included extensive work in the geotechnical engineering field, including foundation design, slope stability, and soil and groundwater remediation projects. She also served as the Sanitation Engineer for Santa Cruz County Sanitation District from 2002-2015, which involved managing the engineering design and analysis for sewers and pump stations, rate setting, budget development, project review, billing, and customer service for the District. Rachél is passionate and knowledgeable about local water issues and believes that her experience will help the District make the difficult decisions needed to protect the future of our community.
Rachél has been a board member since 2016. She also serves as the District represenative on the Santa Cruz Local Agency Formation Commission (LAFCO), on the Water Resources Management and Infrastructure Committee and as alternate on the Finance and Administrative Services Committee and on the Santa Cruz Mid-County Groundwater Agency (MGA).
Dr. Tom LaHue, Vice President • Current Term (Dec 2021 – Dec 2025)
Tom is a veterinary surgeon at Pacific Veterinary Specialists in Capitola and an environmental science teacher at Aptos High School. He is a resident of Aptos, was appointed to the Board in 2003, and then elected to the seat in 2004. Tom is a former member and vice-chair of the California Regional Water Quality Control Board and a founding member of Santa Cruz County's chapter of the Surfrider Foundation. He received his BS in Biological Science from Cal Poly, San Luis Obispo, his Doctor of Veterinary Medicine from UC Davis, and his teaching credential from CSU Monterey Bay.
Tom has been a member of the Board since 2003. Tom also serves as the District representative on the Santa Cruz Mid-County Groundwater Agency (MGA) and on the Water Resources Management and Infrastructure Committee.
Dr. Bruce Daniels - Current Term (Dec 2021 – Dec 2025)
Bruce just completed his doctorate studies in hydroclimatology at UCSC and focused on the relationship of climatology with hydrology and hydrogeology. He is also a former governor-appointed member and chair of the California Regional Water Quality Control Board (1999-2005). His professional memberships include the Association of California Water Agencies (ACWA), Association of Groundwater Scientists and Engineers (AGWSE), Groundwater Resources Association of California (GRAC), International Association of Hydrogeologists (IAH), American Water Resources Association (AWRA), American Geophysical Union (AGU), and Save our Shores.
Bruce has been a member of the Board since 2000. Bruce also serves as the District representative on the Association of California Water Agencies (ACWA), on the Public Outreach Committee, and on the Finance and Administrative Services Committee.
Carla Christensen • Current Term (Dec 2018 – Dec 2022)
Carla is a resident of Capitola and is a retired environmental scientist. Carla has been an active community member in the mid-county area for over 25 years and has served on the Board of the Capitola Junior Guard program for more than a decade.
Carla has been a board member since 2014. She also serves as the District representative on the Association of California Water Agencies (ACWA) Joint Powers Insurance Authority (JPIA) Board, the Public Outreach Committee, and the Finance and Administrative Services Committee. She is an alternate on the Water Resources Management and Infrastructure Committee.
Dr. Bruce Jaffe • Current Term (Dec 2018 – Dec 2022)
Bruce is a resident of Aptos and is a research geologist/oceanographer. He received his Ph.D. in Geology from the University of California, Santa Cruz, and his Masters in Oceanography at the University of Washington. Bruce has over 30 years of professional experience in water-related sciences and is an executive committee member for Nisene2Sea Open Space Alliance.
Bruce has been a board member since 2002. He also serves as the District representative on the Zone 5- Santa Cruz County Flood Control and Water Conservation District, on the Santa Cruz Mid-County Groundwater Agency Board, and an alternate on the Public Outreach Committee.
