Service Charge

Monthly service charges cover the fixed cost of providing a safe and reliable supply of water, irrelevant of how much is used. Customers with larger meters have the potential to consume more water. The entire water system has to be sized to meet this potential demand, which results in a higher cost of service for larger meters. Service charges also vary because of differences in peak demand by different types of customers.

Fire Service Monthly Service Charge

These monthly charges fund fire protection in the District.  They help cover the cost of fire hydrant maintenance and pump upgrades, water mains, and a portion of the associated facility maintenance costs.

Water Quantity Charges

Water quantity charges are billed for units of water used during the 30-day billing cycle.  One unit of water is equal to 748 gallons.  Residential customers have a 2-tier rate structure.  Tier 1 represents water use for the average residential household and the amount of water that can be sustainably pumped until a supplemental water supply is available.  Tier 2 is water use that is above sustainable levels, and recovers the costs associated with developing additional sources of water supply to restore the groundwater basin and create a barrier against further seawater intrusion.

Emergency Rates

Emergency Water Rates can be enacted by the Board of Directors in the event of an unexpected need to decrease water consumption for such things as water shortages, drought, natural disasters, or other emergencies.  The increase in rates is designed to offset the loss in revenue caused by the reduction in water consumption associated with each water shortage stage as defined in the 2015 Urban Water Management Plan and to maintain revenue stability.
