NOTICE IS HEREBY GIVEN that Soquel Creek Water District (SqCWD) has prepared a Draft Initial Study/Mitigated Negative Declaration (IS/MND) for the project listed above pursuant to the State California Environmental Quality Act (CEQA) Guidelines Section 15000 et seq. Anyone desiring to comment on the IS/MND may do so in writing within the 30-day public review period from Wednesday, October 27, 2021 through 5:00 p.m. on Monday, November 29, 2021. 


The project site is an approximately 0.27-acre parcel that is located at 251 Baltusrol Drive (Assessor’s Parcel Number 053-221-11) in the town of Aptos in unincorporated Santa Cruz County (see Figure 1). The parcel is owned by SqCWD. No hazardous waste sites identified on lists compiled pursuant to Government Code Section 65962.5 are present on the project site.


The proposed project consists of a replacement well for the existing Country Club well, a 1,2,3-trichloropropane removal water treatment plant, and associated on-site and off-site improvements at and adjacent to the project site. The proposed replacement well would be drilled to a depth of approximately 530 to 540 feet. The water treatment plant would consist of a granular activated carbon adsorption treatment plant located in an approximately 1,862-square-foot building that would be approximately 28 feet in height. Other on-site and off-site improvements include re-paving the existing driveway, constructing an additional driveway, covering the site with aggregate base surfacing, installing a perimeter fence, constructing a retaining wall, replacing the antenna, installing pipelines, adding landscaping, constructing a sewer lateral connection, and installing a stormwater retention system. The proposed project would not result in a change in the amount of groundwater extracted by SqCWD from the underlying Mid-County Groundwater Basin under its appropriative right.


Pursuant to the requirements of CEQA, an Initial Study was prepared for the project. The Initial Study describes the environmental impacts of the proposed project and suggests mitigation measures where necessary to reduce impacts to biological resources, cultural resources, paleontological resources, land use and planning, and noise to less-than-significant levels. The proposed mitigation measures will be implemented as part of the project to ensure that the project will not generate a significant adverse impact on the environment during construction and operation. Based on this assessment, a Mitigated Negative Declaration has been prepared.


In accordance with Section 15073 of the State CEQA Guidelines, the Draft IS/MND was available for public review for 30 days from October 27, 2021, through November 29, 2021 online and the La Selva Beach Library and the Capitola Library. Written comments had to be submitted no later than 5:00 p.m. on November 29, 2021 to Michael Wilson. In addition, written and oral comments on the Draft IS/MND were taken at the SqCWD Board Meeting on November 16, 2021, at 6:00 p.m.
